To ask the Secretary of State for Transport when full liberalisation of European aviation will begin.

Mr. McLoughlin

EC Transport Ministers, meeting in June 1990, committed themselves to complete a single market in aviation by the beginning of 1993. In the interim, a second package of liberalisation measures, building on a first package in 1987, will apply.
