asked Her Majesty's Government:

Whether the independent research into the question of benefit and Youth Training Scheme (YTS) provisions for 16 and 17 year-olds announced by Lord Henley on 2nd July (H.L. Deb. id. 1900) has been commissioned, and if so who is undertaking it, what are the terms of reference, whether it will be published, and whether the House may expect an opportunity to debate it.

I refer the noble Earl to the Statement made by my honourable friend the Parliamentary Under-Secretary of State on 26th July, in another place. This announced that a contract had been awarded to the research agency MORI to undertake research into the operation of the benefit and YT provisions for 16 and 17 year-olds. I have today placed a copy of the press release in the Library. This outlines MORI's remit for the research project. We hope to publish the results around Easter 1991 and they will be placed in the Library in the normal way.
