To ask the Secretary of State for Foreign and Commonwealth Affairs what discussions he has had with his counterparts in the United States and the USSR about the developing of nuclear weapons by the Democratic Republic of North Korea.

My right hon. Friend the Secretary of State for Foreign and Commonwealth Affairs has not personally discussed North Korea's nuclear programme with his American or Russian counterparts. However, as I made clear in my speech to the non-proliferation treaty (NPT) review conference, we are concerned at North Korea's failure to conclude a safeguards agreement with the International Atomic Energy Agency, pursuant to her obligations under article III of the NPT. British officials have raised this subject on several occasions in the appropriate fora.
