Friend the Secretary of State for Foreign and Commonwealth Affairs has not personally discussed North Korea's nuclear programme with his American or Russian counterparts. However, as I made clear in my speech to the non-proliferation treaty (NPT) review conference, we are concerned at North Korea's failure to conclude a safeguards agreement with the International Atomic Energy Agency, pursuant to her obligations under article III of the NPT. British officials have raised this subject on several occasions in the appropriate fora.
