To ask the Secretary of State for the Home Department if he will make it his policy to require those who wish to organise large public demonstrations to(a) contribute towards the cost of the necessary police operation and (b) take out insurance against the possibility of damage caused by vandalism and public disorder.

Recovering from organisers some or all of the costs of policing demonstrations was considered during the review of public order law which preceded the Public Order Act 1986. We concluded that it would not be possible to devise a general, workable provision. We believe that there would be similar difficulties in requiring organisers to insure against the possibility of damage caused by demonstrators.
