§ Mr. John PattenNational standards to achieve greater consistency in the application of community service programmes were introduced on 1 April 1989; the results of the first year of operation are being analysed and should be available soon. The White Paper, "Crime, Justice and Protecting the Public", published earlier this year, outlined new proposals for community penalties, including making community service orders available with probation orders.
