§ Mr. MorganTo ask the Secretary of State for Wales if he will issue guidelines for consultation on hospital closure proposals for those hospitals and specialised wards in which a high proportion of the patients come from outside the boundaries of the health authority and extend the consultation procedure to involve those community health councils from which significant numbers of their patients originate.
