To ask the Secretary of State for Wales what proportion of the capital receipts from the sale of their assets district health authorities can use for capital or revenue expenditure without requiring specific authorities from the Welsh Office.

District health authorities retain, without reference to the Department, income from the sale of vehicles and other equipment. They are entitled to receive the proceeds from the sale of land and buildings no longer needed by the Health Service except in those cases where the property has become surplus as a result of a closure following the provision of a centrally funded scheme. In such cases the sale proceeds will not be kept by the district health authority but will benefit the all-Wales provision. Health authorities may use the proceeds of sale for the provision of hospital and community health services for which they are responsible.
