§ Mr. WaldegraveWe have on several occasions made clear to the Soviet Government that a solution to the present dispute must be reached through dialogue. This should lead to a settlement acceptable to both sides, which will allow the Lithuanian people to decide their own future. We do not at present plan to raise Lithuania under the CSCE mechanism.
