§ Mr. WaldegraveThe first ministerial two-plus-four meeting on 5 May was marked by a serious and constructive approach on all sides to the task of carrying forward the external aspects of German unification. It was agreed that the agenda for subsequent two-plus-four meetings should consist of borders, politico/military issues, bearing in mind approaches for suitable security structures in Europe, Berlin, and final settlement under international law and termination of the Four Power rights and responsibilities
