To ask the Secretary of State for Social Security what regulations govern the assessing of the applicable amount for a youth training trainee for community charge purposes.

Many YTS trainees will complete their course before they are 18 and so will not be liable for the personal community charge. Those trainees who are liable to pay the personal community charge may claim community charge benefit. The applicable amount relevant to a claim depends, besides age, upon the claimant's personal circumstances, for example whether or not he or she is married. The applicable amounts are set out in schedule 1 of the Community Charge Benefits (General) Regulations 1989, as uprated by the Social Security Benefits Up-Rating Order 1990.
