To ask the Secretary of State for Education and Science what assessment he has made of the effect on eligibility for access courses of the operation of the social security system.

Mr. Jackson

The so-called 21-hour rule administered by my right hon. Friend the Secretary of State for Social Security permits unemployed adults to receive income support while studying part-time, so long as they are actively seeking work and are prepared to leave their studies immediately a suitable job opportunity arises. Unemployed people undertaking access courses can expect to receive income support in accordance with these criteria.
