To ask the Secretary of State for Foreign and Commonwealth Affairs what is the total debt owed by developing countries to the European investment bank; whether any debt has so far been written-off; and if he will make a statement.

At the end of 1989, the total debt owed to the European investment bank by developing countries in the Mediterranean region was 998 million ecu, around £730 million; and that owed by African, Caribbean and Pacific countries was 630 million ecu, around £460 million. None of this debt, which arises from loans from the bank's own resources, has been written off.
