To ask the Secretary of State for the Home Department what steps the Government propose to take to ensure that sentences served more accurately reflect the crimes for which they are imposed.

Mr. John Patten

Our proposals were set out in the White Paper "Crime, Justice and Protecting the Public" (Cm. 965) which was published on 6 February. The proposed statutory framework for sentencing aims to ensure the length of the sentence reflects the seriousness of the crime. All prisoners will serve at least half their sentences in custody and will be at risk of being returned to custody up to the end of their sentence, if convicted of a further imprisonable offence. All those serving sentences of a year or more will be supervised on release until three quarters of their sentence. Those serving sentences of four years or more would not get parole if this would put the public at risk of serious harm. These arrangements would replace the present system of parole and remission.
