To ask the Secretary of State for the Environment by how much the debt of the London borough of Waltham Forest has increased since 1986; what is the interest payable on this increase; and how much of the borough's community charge is represented by this interest.

Figures published by CIPFA show that outstanding debt increased from £200 million in March 1986 to £247 million in March 1989. The March 1989 figure includes debt inherited from the Greater London council.

No information is available on the interest payable on the increase, or on the effect on the community charge.
