HL Deb 21 March 1990 vol 517 c391WA
Viscount Buckmaster

asked Her Majesty's Government:

Whether the programme of AIDS education for young people is subject to the requirements of the Education (No. 2) Act 1986.

Baroness Blatch

Education about sexual transmission of HIV/AIDS infection is subject to the provisions of Sections 18 and 46 of the Education (No. 2) Act 1986, which relate to sex education.

Viscount Buckmaster

asked Her Majesty's Government:

What progress has been made towards implementing the sex education provisions of the Education (No. 2) Act 1986 (Section 61); and what central funds have been allocated annually from 1987 to 1992 to curriculum development and teacher training in the family aspects of sex education.

Baroness Blatch

All maintained schools are required to comply with the relevant provisions of the Education (No. 2) Act 1986 relating to sex education. Section 14 (3) (c) of the Education Reform Act gave responsibility to the National Curriculum Council to advise the Secretary of State on, and if so requested him to carry out, programmes of development for purposes connected with the curriculum of schools. Grant aid for LEA expenditure of up to £ 27–5 million has been made available in 1989–90 under the LEA training grants scheme national priority area for the content of the national curriculum; grant aid will be available in 1990–91 under the scheme to support expenditure of up to £ 53–2 million and £ 3 million respectively for national priority areas on the basic curriculum and collective worship, and on preventive health education. It is for determination by LEAs whether to provide training on sex education under this funding.
