§ Mr. Denzil DaviesTo ask the Secretary of State for Wales whether he will list those boroughs and district councils in Wales which in 1990–91 are estimated to pay more to central Government in respect of the uniform business rate than they will receive in return.
§ Mr. Peter WalkerNon-domestic rates are collected by the 37 Welsh charging authorities and (subject to netting-off arrangements) paid to the Welsh Office. The product is then redistributed by the Welsh Office to the 45 county and district councils in Wales as a flat-rate amount per head of population. Because both counties and districts receive shares of the amount collected, but only the districts collect, it follows that the amounts distributed to the boroughs and districts are in all cases less than the amounts they collect and pay to the Welsh Office.
