To ask the Secretary of State for Transport what new proposals the Government are putting forward to achieve better transport planning and co-ordination between the 32 London boroughs and the City of London.

The discussion document, "Traffic in London", published by my right hon. Friend the Secretary of State on 14 December 1989, includes proposals for new traffic management guidance for London and a London traffic director, who could ensure the coherent development and operation of a priority "red route" network for London and the co-ordination of a London-wide parking strategy. The responses to public consultation on the proposals are being assessed.
