41. Mr. Spearing

To ask the Secretary of State for Transport what analysis he, or any other body, has made concerning the factors determining or influencing major incidents of traffic congestion in central London.

Mr. Atkins

I refer the hon. Member to my reply to him of 11 December last (Official Report, column 487). The joint Metropolitan police traffic control systems unit working party is expected to report in the summer. It has been asked to consider whether it will be worth while to collect information about the causes of major incidents of traffic congestion in central London.
