To ask the Secretary of State for Transport what steps he is taking to encourage commuters to travel by rail rather than by road.

Each mode of transport should perform the role to which it is best suited as efficiently as possible. Rail offers the best means of moving large numbers of commuters into central London each day. A total of £1.2 billion is to be invested in Network SouthEast over the next three years to improve existing services and to cater for growth in demand. Over the same period, £1.7 billion is to be invested in London Underground to modernise the system, increase capacity and improve quality. The job of the Government is to balance the needs of each mode of transport and enable improvements to be made where they are necessary. It is for the commuter to choose how he or she wishes to travel to work.
