To ask the Secretary of State for Transport what progress is being made towards the liberalisation of European air routes.

Mr. McLoughlin

In September 1989 the European Commission published its proposals for a second stage of air transport liberalisation. EC Transport Ministers discussed them formally for the first time in December 1989, reaching agreement in principle on a number of key areas. Discussions are taking place on the detail of the proposals, with a deadline for agreement of 30 June.

To ask the Secretary of State for Transport when he expects the second stage of the air transport liberalisation policy to be adopted.

The Council of Ministers has decided that the second stage of liberalisation will be adopted by the end of June this year.
