To ask the Secretary of State for the Environment if he will take steps to issue local authorities with guidelines regarding street lighting standards.

No. Local authorities already have such guidelines produced by the British Standards Institution with the participation of the Department and local authorities. A copy of the current edition, BS 5489, is in the Library.
