§ Mr. WaldegraveWe are concerned about the possible development of biological weapons in several developing countries. We believe this is taking place, despite the 1972 biological weapons convention, which bans the production and possession of biological and toxin weapons, and to which over 100 states are party. It is not, however, our practice to comment on the detailed information available to the Government on such matters.
