§ The Parliamentary Under-Secretary of State, Department of Social Security (Lord Henley)The 1975 and 1986 Social Security Acts confer the power to make regulations relating to entitlement to the social security benefits affected by our proposals for students. Where Acts of Parliament, approved by both Houses, have clearly conferred powers to make regulations, it is right that these powers should be used. It is, therefore, unnecessary to provide for the withdrawal of entitlement to income support, unemployment benefit and housing benefit from the majority of full-time students in the current Social Security Bill.
