§ Mr. AtkinsThe study was initiated in June 1988. It is being carried out on the Department's behalf by Howarth Humphreys and Partners Ltd. They have been asked to develop a consistent strategy for management of the motorway and trunk road network with the objective of improving the reliability of journey times between central London and Heathrow. The consultants have made some initial proposals which are being considered by the Department. Local highway authorities and the BAA are being consulted. The final report is expected later this year and will be published.
