What steps the EC has taken to honour its commitment in the mid-term review of Uruguay Round GATT negotiations not to impose further restraints on trade; and if the agreement to limit New Zealand butter supplies was specifically excluded from this commitment.

The EC has honoured the commitment undertaken at the mid-term review in April 1989. Agreement had earlier been reached in principle between the Commission on behalf of the Community and New Zealand on arrangements to run from 1st January 1989, although the Council did not formally endorse this until after the mid-term meeting.
