§ Mr. CopeThese allegations have already been the subject of an exhaustive inquiry led first by John Stalker, deputy chief constable of Greater Manchester police and then by Colin Sampson, chief constable of West Yorkshire whose report was considered in full by the DPP(NI). There is not, and never has been, a so-called shoot-to-kill policy and I see no justification for a further inquiry.
