§ Lord James Douglas-Hamilton[holding answer 21 May 1990]: Of the length of the A74 to be upgraded, three sections have so far been appraised in detail. The rate of return on these three sections together is estimated at approximately 14 per cent. in real terms, that is, 14 per cent. over and above the rate of inflation.
