To ask the Secretary of State for Wales what is his policy in relation to the transfer of prescribing costs from hospitals to general practitioners in those circumstances where patients attend out-patient clinics(a) on a continuing basis and (b) following treatment.

The Department's policy on hospital out-patient prescribing is set out in circular HN (76) 69 which states that prescribing costs rest with the doctor with clinical responsibility, although this does not preclude negotiation between GP and consultant in individual cases.
