To ask the Secretary of State for Education and Science what progress has been made under the new system of local management of schools.

I refer my hon. Friend to the reply that my right hon. Friend gave to my hon. Friend the Member for Mid-Kent (Mr. Rowe) on 10 July 1990, at column 175.

To ask the Secretary of State for Education and Science what percentage of total education expenditure each shire county, under local management of schools, has held back from the schools themselves to cover the cost of administration and other facilities.

I refer my hon. Friend to the reply that I have given today to my hon. Friend the Member for Epping Forest (Mr. Norris). The costs of central administration are included in the figures for unlimited discretionary exceptions.
