To ask the Secretary of State for the Environment what are his best estimates of the level of take-up of transitional relief for non-ratepaying pensioners and people with disabilities for 1990–91.

Mr. Nicholls

I estimate that about half a million elderly or disabled persons in England are entitled to extra help under the transitional relief scheme. They have until 1 October, or later if the charging authority allows, to apply. I therefore have no estimate of the number likely to receive extra relief.
