To ask the Secretary of State for Health what representations he has received regarding funding arrangements for the Government's community care proposals.

Many representations on all aspects of community care, including funding, have been received, from a wide variety of organisations. The local authority associations were invited to submit their views on the costs to the Department. These views have informed the Government's decision on the phasing of community care and the local authority settlement announced by my right hon. Friend the Secretary of State for the Environment on 19 July at columns1185–1208.

To ask the Secretary of State for Health (1) what is his estimate of the coist to local authorikties of preparing for the community care reforms to have been implemented in April 1991, now that he has postponed them;

(2) iff any compensation will be available to local authorities for the preparatory expenditure for the community care reforms which have now been postponed; and if he will make a statement.

No. We made adequate allowance in the local authority settlement for 1990–91 for pre-implementation costs for our proposals which build on existing good practice.
