To ask the Secretary of State for Education and Science if he will update the table given in his answer to the hon. Member for Blackburn,Official Report, February, columns 749–52, giving the latest available information in respect of each city technology college or proposed and planned city technology college.

The table covers agreed, announced and formally proposed CTCs in England.

3 Public consultations were held by Kent on its proposals to close the Downs School. One statutory objection containing 62 signatures was made to the section 12 proposal subsequently published.

To ask the Secretary of State for Education and Science what amount of earmarked annual grant or related payments he has agreed to pay for the school year beginning in September for each city technology college or city college for technology and the arts; and for what purposes each element of earmarked annual grant has been approved.

Mr. MacGregor

The figures relating to earmarked annual grant for the academic year beginning September 1990 have not yet been agreed. Earmarked grants are the subject of specific bids for the colleges and relate to specific expenditure on:

  1. (a) consumables—the purchase, during the start-up period only, of a basic stock of library and text books, courseware, stationery and other consumable materials;
  2. (b) school meals—the provision of free meals for pupils who qualify, a subsidy in respect of those pupils who do not, and supervision costs;
  3. (c) pupil support—to cover the costs of school uniforms and school transport for disadvantaged pupils;
  4. (d) IT development—software and courseware for the incorporation and exploitation of IT throughout the curriculum and in the administration of the College; and
  5. (e) staff development—to provide for in-service training and curriculum development needs arising from the curriculum in CTCs.

Because these grants are the subject of bids from the colleges themselves, I am unable to provide figures for the academic year 1990–91.

To ask the Secretary of State for Education and Science what costs, within the terms of paragraph 7 of the model city technology college funding agreement, the Haberdashers' Aske's city technology college trust will incur in acquiring a leasehold on the sites and premises of the present Haberdashers' Aske's schools in Deptford for the purposes of establishing a city technology college.

Within the terms of paragraph 7 of the model funding agreement that I placed in the House of Commons Library last summer, the Haberdashers' Aske's city technology college trust will contribute to total capital expenditure of the Haberdashers' Aske's city technology college, the capitalised value of the leasehold of the sites and premises for the college. It is the intention of the Haberdashers' Company that this asset will be transferred to the trust for this purpose at no cost.

To ask the Secretary of State for Education and Science what amount of annual per capita grant or related revenue costs he has agreed to pay for the school year beginning in September for each city technology college or city college for technology and the arts; what unit of cost per pupil has been used in calculating the amount of such payments; and what enhancement of annual per capita grant has been allowed under the terms of paragraph 11 of the model funding agreement.

The annual per capita grant (APG) for the school year beginning September 1990 for the two CTCs in or near London—Dartford and Croydon—this September has not yet been determined. The APGs for the five CTCs that will be operating outside London are as follows:

The APG of CTCs outside London is determined by reference to the unit costs (£2,075 for pupils aged 11 to 16, £3,320 for those over 16 in 1990–91) in a group of 24 LEAs which maintain schools in similar areas to CTCs. In addition, provision is made for the college's administration costs and for diseconomies of scale during the start-up period, reflecting good practice in respect of new LEA-maintained schools.

To ask the Secretary of State for Education and Science what payments have been made by his Department to date to the Haberdashers' Company; what other costs have been incurred by his Department in connection with preparations for the establishment of a Haberdashers' Aske's city technology college; and what have been the specific purposes for which these costs have been incurred.

I will need to assure myself that the terms of the scheme of government of the Haberdashers' Aske's city technology college are compatible with the establishment of a single city technology college with two single-sex departments.

To ask the Secretary of State for Education and Science what are the names of the persons proposed by him and the Haberdashers' Company to serve as primary members of the Haberdashers' Aske's city technology college trust; and when that trust will be established.

I expect that the Haberdashers' Aske's city technology college trust will be formed this summer. I have yet to agree the necessary articles and memorandum of association, including the names of the Haberdashers' Company nominees. I have nominated Miss Sheila Needham to serve on the trust when this is established.
