§ Mrs. Gillian ShephardI am aware that the metropolitan borough of Wirral was not able to implement the changes to the housing benefit scheme in October 1989. The authority overcame its difficulty by the end of January 1990 and all pensioners should now be receiving their proper housing benefit entitlement.
