To ask the Secretary of State for the Environment if he will ensure that all waste tips are monitored to identify those which are at risk from methane release; what resources he will make available for this; and if he will make a statement.

In 1988–89 Her Majesty's inspectorate of pollution, together with waste disposal authorities, undertook surveys of landfill sites to determine those with the potential to generate landfill gas. It is intended that the results of these surveys will be published in due course.

A capital allocation of £33 million has been earmarked during 1990–91 for local authorities undertaking landfill gas remedial work on closed sites. Similar resources will be made available in future years.

Gas controls should be installed in current landfill sites within normal operational budgets in line with the recommendations of waste management paper 27 and no additional resources need to be made available.
