What initiatives they propose to take to set international limits on the use of hydrochloro-fluorocarbons (HCFCs), which are damaging to the ozone layer, and of hydrofluorocarbons (HFCs) which contribute significantly to global warming.

Discussions have already started within the European Community on the implementation of the resolution on HCFCs agreed at last month's meeting on the ozone layer. We have no plans at present to control hydrofluorocarbons.
