To ask the Secretary of State for Scotland what is the latest progress towards the establishment in Scotland of a unified and autonomous natural heritage agency.

My right hon. and learned Friend announced his intention to appoint Magnus Magnusson KBE as chairman of the Nature Conservancy Council for Scotland, and thereafter as first chairman of the proposed Scottish natural heritage agency, provided the Government's proposals to reorganise the Nature Conservancy Council receive parliamentary approval. These proposals are provided for in the Environmental Protection Bill now before Parliament.
