The analysis in annex C of the White Paper "Top-up Loans for Students" showed that, by international standards, the British system is generous in the level of the grant after means-testing, in the proportion of higher education students provided for, and in including free tuition. No other country attempts to provide support at this level to such a high proportion of these students.
