§ Mrs. RumboldCircular 7/88 on LMS provides for the budgets of county and voluntary schools generally to be determined entirely by their LEA's formula by 1 April 1994 where schemes will have been introduced on 1 April 1990. LEAs may propose a longer transitional period for individual schools with particularly high staff costs.
