These estimates are of limited value since they exclude the major costs of training, in particular wages and salaries of instructors and all but full-time trainees.

§ Mr. EggarSuccessive Governments have judged that education and persuasion of employers is the most effective approach to improving employment opportunities for people with disabilities. The role of legislation is being considered in the review of services to people with disabilities which this Department is currently undertaking.
