To ask the Secretary of State for Foreign and Commonwealth Affairs if he will estimate the number of former members of the Shanghai municipal council still alive who have lodged claims under the Foreign Compensation (People's Republic of China) Order; and how many of these claims result from loss suffered through detention in Japanese prisoner-of-war camps.

Twenty-four living former employees of the Shanghai municipal council have lodged claims with the foreign compensation commission under the Foreign Compensation (People's Republic of China) Order 1987 in respect of either pay or pensions. The United Kingdom/China claims agreement under which the order was issued does not extend to claims arising from detention in Japanese prisoner-of-war or civilian internment camps.
