To ask the Secretary of State for the Environment if people who will be employed by any new arm's length company formed with the new legislation directed at local government and are members of local authorities will be able to continue service as a councillor; and if he will make a statement.

After paragraph 21 of schedule 11 to the Local Government and Housing Act 1989 comes into force, a person employed by a company which is (in accordance with part V of that Act) under the control of a single local authority will be disqualified from membership of that authority. This will apply whether or not the company is an arm's length company.
