Whether they will list the categories of persons who will be exempt from paying the community charge.

The categories of persons exempt from the community charge are set out in Schedule 1 to the Local Government Finance Act 1988.

In summary they are:

  • People who are severely mentally impaired.
  • Young adults still at school or in non-advanced
  • further education.
  • Members of some religious communities.
  • Long-stay hospital patients.
  • Patients in homes (mainly those giving a high level
  • of care or treatment).
  • Certain care workers.
  • Residents of certain hostels.
  • Persons of no fixed abode.
  • Residents of certain Crown buildings designated
  • by the Secretary of State for Defence.
  • Persons in detention.
  • Members of visiting forces.
  • Members of international headquarters and
  • defence organisations.
  • Foreign diplomats.
