§ Lord HeskethThe categories of persons exempt from the community charge are set out in Schedule 1 to the Local Government Finance Act 1988.
In summary they are:
- People who are severely mentally impaired.
- Young adults still at school or in non-advanced
- further education.
- Members of some religious communities.
- Long-stay hospital patients.
- Patients in homes (mainly those giving a high level
- of care or treatment).
- Certain care workers.
- Residents of certain hostels.
- Persons of no fixed abode.
- Residents of certain Crown buildings designated
- by the Secretary of State for Defence.
- Persons in detention.
- Members of visiting forces.
- Members of international headquarters and
- defence organisations.
- Foreign diplomats.
