§ Mr. LilleyIt is estimated that about 21.4 million single people and married couples (25 million individuals) will be liable to income tax in 1989–90. These estimates are based on a projection of the 1987–88 survey of personal incomes and are provisional. Approximately 8 million income tax returns were sent out for the most recent year.
