Mr. Leighton

To ask the Secretary of State for Employment how many people have completed employment training courses; and if he will give a breakdown of(a) the vocational qualifications they obtained and (b) the destinations of those who left the programme.

Mr. Nicholls

Thirty-five per cent. of people leaving employment training during July 1989 to October 1989 completed their agreed training: of these 51 per cent. entered jobs or full-time further education or training; 43 per cent. were unemployed and 6 per cent. were doing voluntary work or something else. Information about vocational qualifications obtained is not yet available.

To ask the Secretary of State for Employment what percentage of training managers have been approved to award qualifications.

The Training Agency does not approve training managers to award qualifications.

Mr. Worthington

To ask the Secretary of State for Employment what changes there will be in Ministers' decision-making powers on training in 1991–92.

[holding answer 18 April 1990]: Ministers' powers to make arrangements for training are derived from the Employment and Training Act 1973 as amended by the Employment Act 1988. From April 1991 (subject to parliamentary approval) it is intended that similar powers will in Scotland be exercised by Scottish Enterprise and Highlands and Islands Enterprise, subject to approval of their plans by the Government under the terms of the Enterprise and New Towns (Scotland) Bill now before Parliament.
