§ Mr. RifkindThe Abolition of Domestic Rates (Domestic and Part Residential Subjects) (Scotland) Regulations 1990, which came into force on 1 April, exclude from the definition of domestic subjects dwelling houses made available for letting, commercially, as self-catering accommodation for short periods amounting in aggregate to at least 140 days per year. This has the effect of rendering such properties liable to non-domestic rates. Implementation of the regulations is in the first place a matter for assessors, whose decisions regarding particular properties are subject to the normal appeal procedures.
§ Mr. Richard ShepherdTo ask the Secretary of State for Scotland if he will list his latest estimate of the percentage of the community charge liability of chargepayers received by each charging authority for 1989–90.
§ Lord James Douglas-HamiltonThe information requested is not held centrally, but we understand that in924W most regions 85 to 95 per cent. of those eligible for the community charge have made some payment, with a figure of 98 per cent. in one area.
