§ Mr. Forth[holding answer 28 March 1990]: The Law Commission's recommendations are summarised in part 8 of its report. The Government have announced the intention to implement its recommendations for legislation (subject to minor clarifying amendments). However, paragraph 5.18 of its report reached no conclusion and made no recommendations.
