§ Mr. Heathcoat-AmoryMy right hon. and learned Friend the Secretary of State for the Home Department is monitoring the effect of the Dangerous Dogs Act 1989. Thre has been no problem in identifying owners in recent attacks so there would be no benefit from introducing a dog registration scheme.
