§ Mr. Archie HamiltonLevels of Soviet naval activity out of area have been falling since 1985. There has been an increase, however, in training activity close to all the main naval bases in the Soviet Union. It should be noted that although the number of Soviet units deployed out of area has reduced, a presence has been maintained in all traditional areas of Soviet interest.
