To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on Her Majesty's Government's attitude to the composition of the United Nations resolution 435 package setting the conditions for the elections in Namibia as it affects the necessity for a two thirds majority decision on the type of constitution to be set up by the elected assembly.

We see the principles concerning the constituent assembly and the constitution, which were agreed in 1982, as an essential part of the United Nations plan for Namibian independence. We are working to ensure that these principles are respected.
