asked Her Majesty's Government:

When they will publish details of other proposals outlined in the last financial statement [H.C. Deb. 14th March 1989] to make it easier for people in personal pension schemes to manage their own investments.

Details of the new facilities allowing people to direct how their personal pension funds are invested were published by the Inland Revenue in a memorandum on 11th October. These new facilities will foster increased personal responsibility for pension provision. Copies of the memorandum have been placed in the Library of the House.
